1. Operation Threshold Head Start – Waterloo
Free preschool and early childhood education for income-eligible northeast Iowa families operated by Operation Threshold community action agency. Fathers can enroll children 0-5 at the East 3rd Street office with photo ID, income proof, and children's birth certificates and immunization records. Programs include meals, health screenings, and family support services across Black Hawk, Buchanan, and neighboring counties. Free for eligible families.
